Implementasi Kebijakan Perlindungan Anak Dari Tindak Kekerasan di Kabupaten Tulang Bawang

Abstract


Penelitian ini bertujuan untuk menganalisis implementasi kebijakan perlindungan anak dari tindak kekerasan di Kabupaten Tulang Bawang. Penelitian menggunakan pendekatan deskriptif kualitatif dengan fokus pada empat dimensi implementasi kebijakan, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi dengan melibatkan aparatur Dinas Pemberdayaan Perempuan dan Perlindungan Anak, UPTD Perlindungan Perempuan dan Anak, serta orang tua korban kekerasan terhadap anak. Hasil penelitian menunjukkan bahwa kebijakan perlindungan anak telah dilaksanakan, namun efektivitasnya belum optimal. Permasalahan utama ditemukan pada aspek komunikasi yang belum menjangkau seluruh lapisan masyarakat, keterbatasan sumber daya manusia, serta disposisi pelaksana kebijakan yang belum sepenuhnya didukung oleh komitmen dan penataan birokrasi yang tepat. Di sisi lain, struktur birokrasi dinilai cukup mendukung karena program kerja telah berjalan sesuai ketentuan. Implementasi kebijakan didukung oleh kerja sama antar lembaga dan dukungan anggaran, namun masih dihambat oleh keterbatasan tenaga ahli, akses layanan yang belum merata, serta stigma sosial terhadap korban. Penelitian ini merekomendasikan penguatan koordinasi, peningkatan kapasitas sumber daya, serta perluasan peran masyarakat dan pemerintah desa guna mewujudkan perlindungan anak yang berkelanjutan.
