Peran Bagian Protokol dan Komunikasi Pimpinan Dalam Menyusun Agenda Kepala Daerah Kabupaten Mesuji
Abstract
Penelitian ini bertujuan untuk menganalisis peran Bagian Protokol dan Komunikasi Pimpinan dalam menyusun agenda kepala daerah Kabupaten Mesuji serta mengidentifikasi faktor-faktor yang menghambat optimalisasi pelaksanaannya. Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Informan penelitian ditentukan secara purposive, meliputi pejabat dan staf yang terlibat langsung dalam pengelolaan agenda pimpinan. Hasil penelitian menunjukkan bahwa Bagian Protokol dan Komunikasi Pimpinan memiliki peran strategis dalam mendukung kelancaran tugas kepala daerah melalui pengaturan agenda yang terencana dan terkoordinasi. Agenda pimpinan berfungsi sebagai pedoman kebijakan, administrasi, serta evaluasi kinerja dalam pelaksanaan kegiatan pemerintahan. Namun demikian, efektivitas peran tersebut masih menghadapi sejumlah kendala, terutama terkait keterbatasan sumber daya manusia, lemahnya koordinasi antarperangkat daerah, serta belum optimalnya pemanfaatan sistem manajemen agenda berbasis teknologi. Penelitian ini menyimpulkan bahwa penguatan koordinasi lintas instansi, peningkatan kompetensi aparatur, serta penerapan sistem agenda terintegrasi secara konsisten diperlukan untuk meningkatkan efektivitas penyusunan agenda kepala daerah.
