Optimalisasi Kinerja Aparatur dengan Pendekatan Strategik pada Fungsi Protokoler dan Dokumentasi Pimpinan Pemerintahan Daerah

Abstract


ABSTRAK

Penelitian ini bertujuan untuk menganalisis strategi peningkatan kinerja pegawai pada Bagian Protokol dan Dokumentasi Pimpinan Sekretariat Daerah Kota Metro serta mengidentifikasi faktor-faktor yang mendukung dan menghambat pelaksanaannya. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis menggunakan model analisis interaktif yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa upaya peningkatan kinerja pegawai telah dilaksanakan melalui berbagai strategi yang berkaitan dengan orientasi pelayanan, integritas, komitmen, kerja sama, dan kepemimpinan. Namun demikian, pelaksanaannya belum sepenuhnya optimal karena masih terdapat beberapa kendala, terutama pada aspek kedisiplinan pegawai. Selain itu, keterbatasan jumlah pegawai, kurangnya pengawasan pimpinan, serta minimnya pemberian penghargaan juga menjadi faktor penghambat. Di sisi lain, ketersediaan fasilitas kerja, sistem penilaian kinerja yang transparan, serta pelaksanaan pelatihan keprotokolan menjadi faktor yang mendukung peningkatan kinerja pegawai.
