Efektivitas Pembinaan Kecamatan dan Kelurahan Pada Bagian Tata Pemerintahan Sekretariat Daerah Kota Metro

Abstract


Penelitian ini bertujuan untuk menganalisis efektivitas pembinaan kecamatan dan kelurahan pada Bagian Pemerintahan Sekretariat Daerah Kota Metro serta mengidentifikasi faktor-faktor yang memengaruhinya. Penelitian menggunakan pendekatan deskriptif kualitatif dengan pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Informan dipilih secara purposif dari unsur aparatur pemerintah, camat, lurah, dan masyarakat. Hasil penelitian menunjukkan bahwa pembinaan telah memberikan kontribusi positif terhadap perbaikan administrasi pemerintahan dan kualitas pelayanan publik. Namun demikian, efektivitas pembinaan masih menghadapi kendala berupa keterbatasan sumber daya manusia, alokasi anggaran yang belum optimal, lemahnya koordinasi internal, rendahnya pemanfaatan teknologi informasi, serta tingkat kepuasan aparatur yang belum merata. Penelitian ini menyimpulkan bahwa peningkatan efektivitas pembinaan memerlukan penguatan kapasitas aparatur, optimalisasi sumber daya, digitalisasi layanan, serta peningkatan koordinasi dan sistem evaluasi yang berkelanjutan.
