Analisis Implementasi Pengembangan Sumber Daya Manusia Pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia di Kabupaten Way Kanan
Abstract
Penelitian ini bertujuan untuk menganalisis implementasi pengembangan sumber daya manusia pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Way Kanan. Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Informan dipilih secara purposive dari unsur pimpinan dan pegawai yang terlibat langsung dalam pengelolaan sumber daya manusia. Hasil penelitian menunjukkan bahwa pengembangan sumber daya manusia telah dilaksanakan melalui pendidikan, pelatihan, dan peningkatan keterampilan kerja. Program pendidikan dan pelatihan memberikan kontribusi positif terhadap peningkatan kompetensi, profesionalisme, serta kinerja pegawai. Namun demikian, pelaksanaannya belum sepenuhnya optimal karena masih dihadapkan pada kendala tingkat pendidikan pegawai yang relatif rendah dan keterbatasan sarana pendukung kerja. Penelitian ini menyimpulkan bahwa pengembangan sumber daya manusia perlu dilakukan secara berkelanjutan, terencana, dan didukung fasilitas yang memadai agar mampu meningkatkan efektivitas organisasi dan kualitas pelayanan publik.
